THIS IS A PRE-SOLICITATION NOTICE AS REQUIRED BY FAR 5.203(a) AND FAR 36.313-2. THE ACTUAL SOLICITATION WITH ALL ATTACHMENTS WILL BE POSTED ON JANUARY 9, 2021. PROJECT TITLE: TONKAWA NATIVE LIGHTS CASINO PARKING LOT PROJECT BACKGROUND: The Bureau of Indian Affairs has a requirement to reconstruct an existing parking lot. The Tribe has declined to contract this project under P.L. 93-638, Subpart J, therefore the Bureau of Indian Affairs is soliciting this work to be done on behalf of the Tribe. The Tribes does not have a TERO Ordinance that will apply. DESCRIPTION: Contractor to provide all labor, materials and incidental costs associated with the re-construction of an existing parking lot. Work to include cold milling the existing pavement, placing new asphalt payment and an asphalt fog seal, installing new curbs, gutter, signs and payment striping. All work shall be completed in accordance with the contract terms and conditions, plans and the 2009 Oklahoma Standard Specifications for Highway Construction. PROJECT LOCATION: Tonkawa Tribe of Oklahoma, Native Lights Casino, approximately 7 miles north of Newkirk, OK just off of North on Highway 77; Kay County. MAGNITUDE OF PROJECT: As required under FAR Part 36.204, Project Magnitude is between $250,000 - $500,000. SOCIOECONOMIC PROGRAMS: This procurement is being set-aside exclusively for Indian Economic Enterprises(IEE) as defined under the Buy Indian Regulations 48 CFR PART 1480. Only those vendors that are registered in SAM as a Native owned business under the stated NAICS Code can submit a bid. All bidders will need to be registered and active at the time bids are due. Those not registered will be eliminated and determined as non-responsive. For informational purposes, the North American Industry Classification Code (NAICS) is 237310 - Highway, Street, and Bridge Construction with a size standard of $36.5mil. SITE VISIT: A formal site visit will not be scheduled. Additional information on how to visit the site is stated under Section L. BONDING: FAR Clause 52.228-15, Performance and Payment Bonds-Construction, will apply, along with FAR Clause 52.228-1 Bid Guarantee. CONSTRUCTION WAGE RATES: Contractor will also comply with the Construction Wage Rates for Kay County, Oklahoma. A copy of the rates are attached. PERMITS: Applicable Permits, archeological and environmental clearances have been acquired. DATES: Bid Opening is set for February 19, 2021 at 2:00 pm CT. The Government anticipates the award to be made by March 1, 2021. contracting services through a stipulated lump sum for the Life Safety Inspection and maintenance of installed life safety systems.
PROJECT DESCRIPTION
The Annual Inspection of Installed Systems is an existing program located in the Muscogee (Creek) Nation Reservation Boundaries in Eastern Oklahoma. The address to the main facility where work will be performed is the main complex at HWY 75 and 56 Loop.
SCOPE OF SERVICE
The scope of work encompasses the annual inspection, service and maintenance of all installed
sprinkler systems, fire alarm systems and fire extinguisher, and the semi-annual inspection of all
installed hood suppression systems where applicable. Tribal Construction Services will provide a bid
package for your use with the stipulated sum.
Interested Parties should provide an RFP response for the associated bid package.
A mandatory Pre‐bid meeting is set for January 22nd 2021 at 2:00p at Tribal Construction Conference
